What is Title I?

Title I was enacted to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and assessments. This can be accomplished by meeting the educational needs of low-achieving children, closing the achievement gap between high-performing and low-performing children, having high standards for all students, enriching and accelerating instruction, decentralizing decision-making, improving accountability, providing high-quality professional development, coordinating and integrating of services, expanding family involvement, extending learning time, and providing early intervention.

CVSD Title I Goals

• 2024-2025 school year 
  • By June 30, 2025, 90% of students in grades K-3 not receiving special education services who have enrolled continuously in Title I programs from mid-September 2024, through the last day of instruction, or the students that have exited the Title I program will increase reading performance on Acadience assessments.
  • By June 30, 2025, CVSD will host a minimum of two (2) parent engagement events at each school receiving Title I programming funding.

What is Title II?

The purpose of Title II is to:

• Increase student achievement consistent with the challenging state academic standards;
• Improve the quality and effectiveness of teachers, principals, and other school leaders;
• Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and
• Provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

CVSD Title II Goals

• 2024-2025 school year
  • By June 30, 2025, NOMS will increase the number of professional staff by 2 members to reduce the number of students in each ELA and science class in grades 7/8. 

What is Title III?

The purpose of Title III is to ensure that English Learner (EL) students, including immigrant children and youth who are also identified as EL students, develop English proficiency and meet the same academic content and academic achievement standards that all children are expected to meet. LEAs and schools are accountable for increasing the English proficiency and core academic content knowledge of EL students. LEAs use these funds to enhance language instruction educational programs designed to help EL students achieve these standards.

CVSD Title III Goals

• 2024-2025 school year (CVSD General Education Teachers)
  • By June 30, 2025, at least 3 opportunities for non-ESL teachers to receive PD in evidence based instruction for EL students will be provided.
• 2024-2025 school year (CVSD ELD Students)
  • By June 30, 2025, At least 80% of EL students in grades K-12 will increase their WIDA ACCESS score by 0.5 in a minimum of one domain.
• 2024-2025 school year (CVSD Community)
  • By June 30, 2025, ESL teachers will develop one method of engaging parents in a school-related activity.

What is Title IV?

The purpose of Title IV, Part A is to provide all students access to a well-rounded education; to improve school conditions for student learning; and to improve the use of technology to improve the academic achievement and digital literacy of all students.

CVSD Title IV Goals

• 2024-2025 school year (Well-Rounded Education)
  • By June 30, 2025, interested students in grades 11-12 will be provided the opportunity to obtain either the global and PA seals of biliteracy in Spanish and/or French world language(s).
  • By June 30, 2025, students with GIEPs in grades 4-6 will participate in at least one STEM activity.
  • By June 30, 2025, K-12 curriculum leaders will engage in professional learning relative to their supporting grade bands to increase their understanding and support of shifting science instructional framework.
  • By June 30, 2025, students in grades 7-12 will have access to a digital college and career education platform that increases access to post secondary options.
  • By June 30, 2025, K-12 curriculum leaders will engage in professional learning relative to their grade bands to increase their understanding of instructional activities, activity learning, and learner centered techniques to aide in future social studies curriculum development.
  • By June 30, 2025, students in grades 7-8 will take part in the Future Cities Competition.
  • By June 30, 2025, 9-12 world language teachers will engage in professional learning relative to their certificated language and course to increase their understanding of instructional activities, activity learning, and learner centered techniques to aide in future world language curriculum development.
• 2024-2025 school year (Safe & Healthy Students)
  • By June 30, 2025, the Director of Safety and Communication will communication with all stakeholder groups on a daily, weekly, and monthly basis through various communication channels.
  • By June 30, 2025, the Director of Safety and Communication will continue the school safety committee and SSO program that will support and protect K-12 students.
• 2024-2025 school year (Effective Use of Technology)
  • By June 30, 2025, K-12 technology leaders will engage in at least one professional learning opportunity to support the development and adoption of both an educational technology vision and educator proficiencies for increasing post secondary readiness and success of CVSD students.

  • Federal education law under the Every Student Succeeds Act (ESSA) requires schools that receive federal Title I funding to ensure that all teachers teaching in a program supported with Title I funding must hold appropriate state certification and licensure requirements, including any requirements for certification obtained through alternative routes to certification.  The law also requires LEAs to notify parents if their child is being taught for four or more consecutive weeks by a teacher in a Title I school or program who does not yet meet the definition of “appropriate state certification.” 
  • If any student is being taught by a teacher at Conewago Township ES or New Oxford ES who does not meet the certification qualifications, the building principal will provide additional communication to the students' families at the start of the academic year.

• Conewago Valley School District receives Title I funds and is required under Section 1116 of the Every Student Succeeds Act (ESSA) to develop (and maintain) a written Parent and Family Engagement Policy for the LEA.

**Conewago Valley School District has a required set-aside amount to jointly develop, implement, and collect feedback from parents/families being served in schools receiving Title I funds.  Parents of students being served through the Title I program at CVSD will be invited to participate in these events throughout the course of the year.  CVSD will also extend the invitation to students being served in non-public school entities who meet criteria to be served through Title I funds at those applicable grade levels in their serviced school.  Communication will be sent to those non-public school entities through the Lincoln Intermediate Unit's Act 89/Non-Public School Services division.**
